Singapore layovers: separate airport attractions from entry requirements

Check whether an attraction is airside or requires entry to Singapore. Plan documents and the return to your flight separately from the sightseeing time.

Plan a Singapore layover in two steps: decide whether you will remain in Changi’s transit area, then check whether your chosen attraction is accessible from there. An airport address does not mean a place is airside. Jewel Changi Airport, for example, is in the public area, so a connecting passenger must clear arrival immigration and enter Singapore to visit it.

Choose the route before the attraction

Singapore’s ICA defines a transit traveller as someone travelling onward through Singapore without clearing arrival immigration. Changi’s transit guidance describes a qualifying connection as flights in the same booking itinerary with checked baggage tagged through to the final destination. Confirm your own itinerary with the operating airline, especially when flights were bought separately, a bag must be collected, or you need to check in again.

For a landside visit, check the access route for the specific attraction. Changi confirms that Jewel is in the public area between Terminals 2 and 3 and that transit passengers must clear arrival immigration to enter it. Do not treat it as an airside stop just because it is connected to terminal buildings.

Check entry documents for the passport you will use

If you plan to clear immigration, use ICA’s current Singapore entry requirements for the traveller’s actual passport and circumstances. Some passport holders need a visa. The Visa-Free Transit Facility is available only to specified eligible traveller groups who meet route and other conditions; its 96-hour limit is not general permission to enter.

Most travellers entering Singapore must also submit the SG Arrival Card (SGAC) within three days before arrival, including the day of arrival. ICA says the SGAC is free, is not a visa, and is not required for people transiting or transferring without seeking immigration clearance. If your plan includes Jewel or another landside stop, do not rely on the airside transit exception as your entry preparation.

Count usable time, not just the gap between flights

Start with the time you must be back for check-in, security and boarding, using your airline’s instructions. Work backwards from there: allow for the arrival process, the trip to the attraction, time at the site, the return journey, departure immigration and any additional screening. Terminal and service conditions can change, so verify current access directions and operating hours on the official airport or attraction page.

There is no dependable sightseeing window that fits every connection. If entry eligibility is uncertain or the remaining margin is small, stay in the transit area and choose a facility confirmed to be available there. Changi’s transit guide lists options such as transit hotels that can be used without clearing immigration.

Keep a practical fallback

Before leaving the aircraft, save your onward flight details, terminal, boarding pass or transfer-desk instructions, and the airline’s baggage answer. If the plan depends on immigration clearance, carry the documents required for entry and keep the SGAC acknowledgement accessible. If the route or timing changes, reassess the stop before going landside; a ticket or reservation does not create permission to enter or extend the connection.

Frequently asked questions

Is Jewel inside Changi’s transit area?

No. Changi places Jewel in the public area. A connecting passenger must clear arrival immigration to visit.

Do I need an SG Arrival Card if I stay airside?

ICA exempts travellers transiting without seeking immigration clearance. Other requirements can still apply to your itinerary, so confirm your route with the airline and check ICA guidance for your circumstances.

Does submitting the SG Arrival Card mean I can enter?

No. The card is not a visa. Check the entry conditions that apply to your passport, including whether you need a visa.

Can any connecting passenger use the 96-hour Visa-Free Transit Facility?

No. ICA limits it to specified eligible groups and conditions. Check the current criteria directly before planning a visit around it.
